Definition
This indicator reports the number of unique children with at least one substantiated allegation of abuse and/or neglect, and the rate of unduplicated, substantiated cases per 1,000 children. Per the definitions used by the Connecticut Department of Children and Families, abuse is non-accidental injury to a child, which, regardless of motive, is inflicted or allowed to be inflicted by the person responsible for the child’s care, and neglect is the failure, whether intentional or not, of the person responsible for the child’s care to provide and maintain adequate food, clothing, medical care, supervision, and/or education. Note that a single child may have many allegations documented in a single report, and that same child could be involved in many reports across the time period reported; this indicator reports a unique count of children with at least one substantiated allegation in the geography and time period reported. A single allegation represents the unique combination of a specific identified victim, their alleged perpetrator, and a specific type of abuse or neglect as defined by statute and DCF policy. Each one of these allegations is independently evaluated during the course of an investigation, and a determination of whether or not reasonable cause to believe it occurred is made. If reasonable cause is found to exist, then that allegation is “Substantiated.”

Notes
The total numbers of unique children with at least one substantiated allegation of abuse and/or neglect for each town were obtained from reports by the Connecticut Department of Children and Families, available from CT OpenData. The rates of unduplicated, substantiated cases per 1,000 children were calculated by the author, by dividing the total child population by 1,000, and then by dividing the total number of unique children with at least one substantiated allegation of abuse and/or neglect for each town by this quotient. Counts of unique children with at least one substantiated allegation of abuse and/or neglect for each town of ten of fewer were suppressed by the Connecticut Department of Children and Families, as were rates derived from these counts.
