Definition

Pre-Kindergarten and 4-year-old At Risk Programs is the percent of public elementary schools that offer pre-kindergarten or 4-year-old At-Risk program five days a week.
Pre-Kindergarten and 4-year-old At Risk Programs is the percent of public elementary schools that offer pre-kindergarten or 4-year-old At-Risk program five days a week. Public non-elementary buildings with such programs are also included in the numerator and the denominator. Data are provided by the Kansas State Department of Education. The current rate represents academic year 2021-22.

Data represent academic years 2014-2015 through 2018-2019, reflecting September enrollment status at the beginning of the academic year. In denominator, we include all public elementary school buildings even when some don't offer kindergarten program, and non-elementary public school buildings that enroll Pre-K or 4-year-old at risk students. Main reason for the increase in the percentage from 2017 to 2018 is because of  3% reduced number of elementary schools in Kansas for the latest academic year serving as the denominator. Example of Elementary School Closure: Closure of three Pawnee elementary schools at the end of 2017 increased the percentage from 25% to 100% in 2018. There seems to be data irregularity for several counties in 2019 data.  Some numbers of schools with pre-K or 4yo at risk program from our data request are different from  those queried by Kansas K-12 Report. And we did not get clear explanation from KSDE. Without clarification on our data questions to KSDE, we cannot conclude that there has been a real increase of pre-Kindergarten and/or 4-y-o at risk programs in the state public schools this year. The 2020 trend rate represents the average annual change for academic years 2015–2016 through 2019–2020.
