Definition
This indicator reports the number and percentage of youth ages 16-19 who are not enrolled in school, and who are either unemployed or not in the labor force. Youth who are high school graduates and youth who have not graduated high school are included in these figures. Note that while our analysis includes youth aged 16 to 19, other analysis of these outcomes may include youth up to the age of 24.

Notes
The total numbers of youth who are not in school and are not working are summed for those aged 16-19. These totals are divided by the total population aged 16-19 to calculate the percentage of youth aged 16-19 who are not in school and are not working. Counts of five or below—excluding zero—were suppressed, as were percentages derived from those totals.
