Definition

Eighth grade public school students who scored at or above the proficient level in mathematics, as measured and defined by the National Assessment of Educational Progress. Public schools include charter schools and exclude Bureau of Indian Education schools and Department of Defense Education Activity schools.  English language learner (ELL) refers to students in language assistance programs such as English as a Second Language, High Intensity Language Training, and bilingual education.
