Numerator: Number of youth ages 16 to 19 who are not enrolled in school and not high school graduates. Denominator: Number of youth ages 16 to 19. Rate calculation: 100 times the numerator divided by the denominator. Large differences in county values between years may be due in part to the margin of error.
