Why This Indicator Matters
The official poverty threshold is widely acknowledged to be an outdated measure of a family's needs. United Way has developed the ALICE (Asset Limited, Income Constrained, Employed) measure as a way to calculate how many households in our community have earnings that are above the official poverty threshold, but below what it takes to meet basic needs in each of Louisiana's parishes. Where the federal poverty threshold is based on the cost of the national "thrifty" food diet multiplied by three, the ALICE threshold is developed using local data on the cost of household essentials, including food, health care, transportation, housing, and child care (when applicable).
