The estimated percentage of an entering freshman class not graduating in 4 years.
For data through 2010-2011: The measure is derived from the Averaged Freshman Graduation Rate (AFGR), which uses aggregate student enrollment data to estimate the size of an incoming freshman class and aggregate counts of the number of regular diplomas awarded four years later.
For data starting in 2013-2014: The methodology is devised by the Idaho State Department of Education.
