Why This Indicator Matters
Delaware is home to diverse populations of people representing more than 50 countries with distinct cultures. Language is a part of culture and for many of the state’s families, English is not the first language. Increasingly, Delaware is welcoming students of diverse cultures and who speak one of more than a hundred languages, and these cultures and languages must be acknowledged when tailoring educational experiences for all.

English Learner = an individual who was not born in the U.S. or whose native language is a language other than English; or is a Native American or Alaskan Native and comes from an environment where a language other than English has had a significant impact on such an individual's level of English language proficiency; or an individual who has sufficient difficulty speaking, reading, writing or understanding the English language and whose difficulties may deny such an individual the opportunity to learn successfully in classrooms where the language of instruction is English.
Number served is the count of English Learner students being served at a point in time (on April 1). The total number of children per year is higher. Percent is the number of English learners in Delaware public schools as a percent of total enrollment in grade level
