Definition

The number of students classified as Limited English Proficient and enrolled in a program or receiving services that are specifically designed to meet the instructional needs of English Language Learner (ELL) students, regardless of instructional model/approach.
The student is classified as an ELL if they were not born in the United States and their native language is a language other than English; or were born in the United States and come from home environments where a language other than English is spoken in the home; or are American Indian or Alaskan natives and come from environments where a language other than English has had a significant impact on their level of English proficiency; and, by reason thereof, have sufficient difficulty speaking, reading, writing, or listening to the English language to deny such individuals the opportunity to learn successfully in classrooms where the language instruction is English.
