Why This Indicator Matters
This indicator is a widely accepted proxy variable (substitute) for the demand for childcare. It is assumed that if both parents are in the labor force the child or children would require outsourced care. We know that this is not always true, however, it is a good equivalent because there are perhaps some dual-parent households where only one parent works and yet the child participates in childcare and inversely there are some dually employed households where the child does not participate in childcare.
