Definition
Children for whom a report of child abuse or neglect was substantiated by a county child protection worker. Substantiated abuse means that the county has conducted an assessment in response to a report and found that maltreatment occurred. This is a unique count of children, even though the same child may have been the subject of multiple reports.
N.A.: Some counties use a multi-county agency to handle allegations of child abuse and neglect; those cases are not included.
The rate is the number of these children (for whom a report of child abuse or neglect was substantiated by a county child protection worker) divided by the estimated total number of children and multiplied by 1,000.
