Why This Indicator Matters

Kinship care, a living arrangement in which a child lives with relatives, is critical for the stability and safety of thousands of Louisiana children who are unable to live with their parents. The Kinship Care Subsidy Program provides a modest level of support for relatives with lower incomes who are caring for relative children. The number of children served by the Kinship Care Subsidy Program in Louisiana fell by 71% between FY 2005 and FY 2022.

Rate - average number of children served by the Kinship Care Subsidy Program (KCSP) in a state fiscal year (July 1-June 30) per 1,000 children age birth to 17 in the population.

Notes

The Kinship Care Subsidy Program provides cash assistance (currently ~$450 a month per child) to relatives who are caring for a related child in their home. In order to qualify for the program, the child must live with the relative full-time and the parents cannot live in the same home as the child. In addition to other requirements, the relative and child must meet the program's income guidelines.

LNE - "low number event" reflects a number or rate based on at least one but fewer than five events

Because Kinship Care data are based on state fiscal year averages, population estimates for two years were averaged to calculate a Kinship Care participation rate per 1,000 children.
