These values represent the percentage and number of teenagers ages 16 to 19 who are neither working nor enrolled in school. This includes all types of educational settings, such as public schools, private schools, homeschooling, and any other forms of education.
The term "not working" refers to the teenagers who are out of the workforce as well as those who are unemployed.
