Why This Indicator Matters
It is important to understand the total population of children in out-of-home care, as well as the specific age groups being most impacted. Children under the age of 6 make up the largest population of foster care placements, due to their extreme vulnerability and inability to care for or protect themselves. However, in 2018, transition aged youth 13 to 21 made up one-third of the foster care population.
