Definition

Percent of children under age 18 who live in households receiving TANF cash benefits.  TANF (Temporary Aid to Needy Families) in Vermont includes Reach Up, Reach Ahead, and Reach First.  It was formerly called ANFC, Aid to Needy Families with Children.

Each year represents the rolling average of data for three years and reflects average annual enrollment (e.g., 2006 data is the average of 2004, 2005, and 2006).  The "universe" of all children under age 18 is derived from the Vermont Department of Health/U.S. Census as 3-year rolling averages.
