Definition
The number of births to mothers who do not have a high school diploma or GED (from the new birth certificate, used in Michigan beginning July 2007). This is a two-year average for 2009 and a three year average for subsequent years.
The percent is based on total live births. An "S" for the percent indicates fewer than an average of two occurrences in the three-year period. Percents are suppressed to maintain reliability.
