Definition

The three-year average number of births to mothers who received less than adequate prenatal care as defined by the Kessner Index by race. The Kessner Index measures the adequacy of prenatal care by the month it began, the number of prenatal visits and the length of the pregnancy. The percentage is based on total three-year average resident live births based on the mother’s county of residence.
