Why This Indicator Matters

The Pennsylvania Medicaid Maternal Home Visiting Program (MHV), launched in 2020, aims to improve health outcomes through expanded home visiting services for first-time mothers on Medicaid as well as parents or caregivers of at-risk children.[1] Funded by Medicaid and facilitated by Managed Care Organizations (MCOs) contracted with the Department of Human Services (DHS), the MHV program addresses maternal, infant, and early childhood health, emphasizing education, preventive services, and reducing barriers related to social determinants of health. [2] Although the program was Initially limited to two visits, the scope has expanded to provide unlimited visits from the prenatal stage through the first 18 months of a child’s life, and incentives have been adjusted to encourage greater participation. Home visiting and other in-home post-partum programs have been found to be incredibly impactful, improving overall outcomes for new mothers by supporting physical and psychological well-being, infant care, sleep management, contraception and birth spacing, parenting planning, and chronic disease management.[3] Despite challenges caused by the COVID-19 pandemic, and a lack of transparency regarding ongoing funding, the MHV program has been successful in serving approximately 8,700 Medicaid-enrolled families in Pennsylvania.[4]
