Definition

(Number) Yearly average of SNAP recipients households (families), children, and adults.

The agency does not collect information on the ward of SNAP recipients but uses geocoding to associate each household with a ward, which is an imperfect process. Shifts in that process are the reason that this measure is divided into two indicators covering different time periods. Especially with the newer process, for many recipients, the agency was not able to associate them with a ward. This was the case for 9,651 households in 2017; 10,384 households in 2018; 2,146 households in 2019; 9,825 households in 2020; and 13,184 households in 2021. As a result the "Total" fields will add up to more than the sum of the ward-specific fields, and some year-to-year variation at the ward level may be explained by this issue..

In some cases a yearly average was not available so a single month point-in-time data point is reported instead. That's the case for the count of Adults in each ward in 2017 and 2018, and the count of Children in each ward in 2018.

In second half of FY2020 SNAP enrollment increased dramatically due to the economic impact of the COVID-19 pandemic. While not reflected in the annual averages reported here, DHS performance oversight responses for that year break out the monthly average for the 6 months of the fiscal year that occurred prior to the COVID-19 pandemic's economic effects (October-March) and the 6 months that reflect those effects.
