Definition
The foster care entry rate is the rate of children who entered into foster care for at least one day during that state fiscal year.
The reporting year refers to the state fiscal year. Virginia’s fiscal year (FY) begins on July 1 and ends on June 30. For example, 7/1/08 through 6/30/09 is FY 2009.
The rate is number of children who entered into foster care for at least one day during that fiscal year per the population of 1,000 children in that locality.
The foster care entry rate only looks at those kids that came into care during a year. It will allow someone to see if the State is bringing more kids into foster care than another jurisdiction regardless of how long they are there. It is to be though of as the likelihood of coming into foster care.
