Why This Indicator Matters
It is important to understand the total population of in children out-of-home care, as well as the specific racial and ethnic make-up of groups being most impacted. A study of transition age youth ages 13 to 21 published in 2018 shows racial disproportionality of African-American youth in foster care in Pennsylvania, compared to the general population of the same age group.

The number and percent of children in out of home placement on any given
day (9/30) by race or Hispanic origin. The “Non-Hispanic Other”
category includes children who were not Hispanic, not White, not Black
or African American, and whose record did not indicate more than one
category. This category includes a small number of American Indian or
Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, and
Unable to Determine.
Race or Hispanic origin are mutually exclusive categories. Children who are of Hispanic origin are not classified as any other race.
