Definition

Number - public school students that have been identified as having limited proficiency in the English language.

Percent - the number of public school students that have been identified as having limited proficiency in the English language per 100 students enrolled in public school.

As defined by Title VII, Part E, Section 7501(8) of the Elementary and Secondary Education Act (Public Law 103-382), a student is considered to lack proficiency in English if the student has sufficient difficulty speaking, reading, writing, or understanding the English language and whose difficulties may deny such individual the opportunity to learn successfully in classrooms where the language of instruction is English or to participate fully in our society.

Notes

Data for Recovery School District schools, charter schools and city district schools are reflected in the parish-level data of the parish in which the school is located. Data for the following schools and school systems are not included in parish-level data, but are reflected in the statewide totals: Special School District, Louisiana School For Math, Science & the Arts, Louisiana School for the Deaf, Louisiana School for the Visually Impaired, Louisiana Special Education Center, and LA Office of Juvenile Justice. 

Data reflect October 1st total enrollment counts, except for data for the 2005 school year, which reflect February 2006 counts. 

LNE (low number event) - data is not reported when there are more than zero and fewer than 5 students in a category.
