Number of births in which the mother received no prenatal care, or the prenatal care started in the 3rd trimester, or the woman had an inadequate range of visits regardless of when prenatal care began, divided by the total number of births. Births are assigned to the county in which the mother resides, even if the birth occurs in a different county.
