Definition

Data represent the number and percentage of students from 3rd to 8th grade who achieved on-track or mastered score in English Language Arts (ELA) during a school year. From 2016-17 Tennessee Department of Education has been conducting TNReady tests for 3rd to 8th grade public school students. 

TNReady scores fell into one of four new achievement levels, which were created through public feedback: mastered (level 4), on-track (level 3), approaching (level 2), and below (level 1). These performance levels replaced the old terminology applied to former Tennessee Comprehensive Assessment Program (TCAP) : advanced (level 4), proficient (level 3), basic (level 2), and below basic (level 1).

Notes

State special schools are not included in county data. Due to the suspension of testing in grade 3-8 no accountability determinations were made for the 2015-16 school year. Using the valid tests the weighted average on scores were computed for counties with more than one school district.
This indicator is the continuation of indicators "3rd to 8th grade average TCAP score". As the testing procedures have been changed the interpretation of the results require some caution.  
State special schools are not included in county data.
