Notes

The data source has not published new data for this indicator in recent years, but the indicator will be updated on the KIDS COUNT Data Center if or when new data are released. Until then, these data may provide useful historical information for those working in this field.

Estimates were not published for 2013.

Advanced Premium Tax Credits through Colorado's health insurance exchange were available beginning in 2013. Therefore, EBNE estimates for APTC are unavailable in years prior to 2013.

From 2012 forward, two policy changes impact the calculations of children who are eligible but not enrolled for Medicaid or CHP+. Therefore, estimates from 2012 on should not be compared with estimates from previous years.

The first policy change addresses the fact that there were different income criteria for two age groups, children below the age of 6 and those between 6 and 18. Removing this "stair step" now means that all children have the same income eligibility standards, regardless of age, as long as they meet documentation requirements. Because of this change, some children who were eligible for CHP+ are now eligible for Medicaid.

The second policy change comes from the Affordable Care Act (ACA), which establishes a new method to determine net income, known as Modified Adjusted Gross Income (MAGI). The new Colorado MAGI eligibility standards, which were used for this analysis, are:

  • Children in Medicaid: 0-147 percent of the federal poverty level (FPL);
  • Children in CHP+: 148-265 percent FPL.
